Potential and Progress in Small Hydropower
Pakistan is one of those countries of the world that are blessed with huge hydro power potential. The geographic layout of the country, the natural water flow systems and irrigation system in the country manifest hydro power potential that can be harnessed to meet increasing energy needs of the country. Besides large hydro, there are definite prospects of development of small-mini-micro hydro power. Small Hydropower is considered as one of the lucrative options for generation of electricity. The sector has been mainly handled by the provincial governments. At present 128 MW is operational in the country, 877 MW is under implementation and around 1500 MW is available for development.

7 SHP Projects of 76 MW capacity are being undertaken in KPK (03) and Punjab (04) under the ADB REDSIP. These are provincial government projects. All these projects are likely to commission by December 2017. AEDB has developed EPA for these projects and has shared it with GoPb for further action. Details of these sites is as follows:

Upfront Tariff for Small Hydropower Projects
Recently, NEPRA has announced new Feed-in/Upfront Tariff for Small Hydro Power Projects as per following rates:

The tariff is available till April 2016. Sponsors have applied to NEPRA for review. Decision on review petition is pending. As per determination by NEPRA, the companies are required to achieve financial close within one year of acceptance of upfront tariff.
Project Documents (EPA & IA) or Small Hydropower Projects
AEDB has engaged legal counsel for developing EPA & IA for Small Hydropower projects on Upfront Tariff. EPA for REDSIP projects has been prepared and shared with PPDCL/PPMU. While developing EPA and IA for Upfront Tariff, various issues identified in NEPRA determination that need clarification/resolution before taking any position; (power evacuation, hydrological risk, option to review tariff on the basis of hydrology; revision of capacity factor after COD; interconnection cost; water use charges; need for term sheet and financing documents (whereas it is not required in similar upfront cases), transfer of project to provincial governments or related agency at the end of project life); NEPRA approached in this regard, once responded, the documents will be finalized and shared with the stakeholders
Projects under Provincial LOIs
Provinces & AJK are offered that AEDB may like to issue TLOS to the projects being developed under their LOIs, and subsequently, IA and Government Guarantee as per policy, rules and regulations. Required amendment in the RE Policy 2006 has been got approved from ECC. Template documents of TLOS, PG, CA and FA are also got approved from ECC.
